Lipsky Construction provides construction project management for commercial, institutional, and industrial owners across New York who need one team accountable for a project’s budget, schedule, and outcome from concept through closeout. Construction project management is the discipline of coordinating every phase of a build, planning, design coordination, procurement, construction, and closeout, so nothing falls into the gap between the architect, the contractor, and the owner. As a licensed general contractor with more than 45 years of experience and 1,000+ completed projects, we bring that discipline to commercial projects of every size and delivery method.
Construction project management is not a separate service walled off from the rest of what Lipsky does. It is the connective layer that runs through our preconstruction planning, our construction management and general contracting delivery methods, and our owner’s representation work. Depending on where your project stands and what you need most, that oversight might live primarily in one of those services or draw from all three.
What Our Construction Project Management Services Cover
- Full-lifecycle budget, schedule, and risk oversight from concept through closeout
- Coordination across preconstruction, delivery method, and ownership advocacy
- Real-time cost and schedule reporting on every project
- A single point of accountability across architects, engineers, and subcontractors
- Construction project management for commercial, institutional, and industrial projects
What Is Construction Project Management?
Two closely related terms cause most of the confusion here: construction management and construction project management. Project management spans the entire lifecycle of a project, planning, budgeting, procurement, construction, and closeout, while construction management more often describes the delivery method and field execution during the build phase itself. At a firm the size of Lipsky Construction, the same senior team handles both, so owners get continuity instead of a handoff between separate management layers partway through the job.
That continuity matters most on complex commercial projects, where decisions made during planning affect cost and schedule outcomes discovered months later in the field. A construction project manager tracks that thread from the first budget estimate through the final punch list, so nothing gets decided in isolation from what it will cost or how long it will take.
How Project Management Connects Preconstruction, Delivery Method, & Ownership Advocacy
Every commercial project needs project management in some form. The real question is which combination of Lipsky’s services should provide it. During preconstruction, our team acts as the project’s financial and technical project manager, building the budget and schedule before a contract is ever signed through dedicated preconstruction planning. Once construction begins, that oversight most often continues through construction management, or through whichever other delivery method fits the project, each of which assigns day-to-day schedule, cost, and subcontractor management differently.
- Preconstruction: budget, feasibility, and constructability planning before contracts are signed
- Construction Management: field execution and cost control during the build, delivered on an agency or at-risk basis
- General Contracting: single-source, fixed-price building for well-defined scopes
- Design-Build: integrated design and construction delivered under one contract
- Owner’s Representation: independent advocacy for the owner, with no construction contract of its own
Owners who want an advocate managing that entire relationship without holding a construction contract themselves typically add owner’s representation on top of any of the three delivery methods. If you are unsure which combination fits your project, that is exactly the conversation this page exists to start.
What a Construction Project Management Engagement Delivers
A construction project management engagement delivers the same core functions regardless of which service structure a project uses. We track cost against a defined baseline on a consistent reporting cycle, maintain a master schedule using critical path methodology, and document every information request, submittal, and change order in a shared system so nothing gets resolved verbally and then forgotten a month later.
- Owner reporting on a consistent, defined cycle, not just at major milestones
- Budget governance, including baseline tracking, variance flagging, and cash flow visibility
- Schedule governance, including master scheduling, critical path tracking, and milestone reporting
- Design-team coordination and constructability feedback throughout planning
- Procurement oversight for long-lead materials and equipment
- Documentation and closeout oversight through final handover
This consistency is what makes project management feel seamless to an owner, even when responsibility technically shifts between preconstruction, construction, and closeout. You get the same reporting format and the same point of contact throughout, not a new set of tools and a new relationship every time the project moves into its next phase.
Why Choose Lipsky Construction for Construction Project Management

Our Project Management Process
Each engagement starts with a scoping conversation about which combination of services fits your project, preconstruction planning, a specific delivery method, owner’s representation, or all three together. From there, we assign a single project manager who stays with the job from the initial budget through final closeout, regardless of how many of Lipsky’s services the project ultimately uses.
The project manager tracks cost, schedule, and risk on a consistent reporting cycle, coordinates with architects, engineers, and subcontractors, and remains the one point of contact for the owner throughout. You are never handed off to a new team when the project moves from planning into construction.

Lipsky construction where do I begin. Did they build the Parthenon? No.. but if they were around it’s likely they would have been at the top of the list. There are many companies in Long Island that build things however none of those companies will ever touch the raw talent located under the roof of Lipsky Construction. I once saw one of Lipskys men do tilt panel construction by himself. There are rumors that the Lipsky’s construction projects actually scared away a hurricane from hitting New York a few years back. If it’s quality commercial construction you are looking for these guys are top notch.Posted on Google![]()

Lipsky did a terrific job on our construction. We did a major rebuild of the front of our house and deck, including adding a new lower deck. The Lipsky team was responsive and thoughtful - they worked with us and our architects to solve problems in our construction design. And although it took longer due to the pandemic and supply delays, they kept us informed and worked to get things done as soon as possible.Posted on Google![]()

Frequently Asked Questions

Don’t see your question? Reach out, we’re happy to help.
Construction management typically refers to the delivery method and field execution during the build phase, while construction project management describes the broader discipline of managing a project’s budget, schedule, and risk across its entire lifecycle.
At Lipsky Construction, the same senior team provides both, so the distinction rarely creates a gap in practice. Construction management covers the delivery-method side in more depth, while this page covers how that work fits into the full project lifecycle.
On a commercial project, a construction manager and a construction project manager perform closely related functions, though the terms come from different traditions and typically cover different phases.
A construction manager is generally most involved during the execution or construction phase, while a project manager is involved from planning through final handover. At Lipsky Construction, our teams function as your project manager throughout the entire job, so you are never required to coordinate between separate people for each phase.
Yes, though most owners get the most value when project management oversight is paired with one of our delivery methods rather than purchased entirely on its own.
If your project already has a general contractor or construction manager in place and you need an independent project manager managing that relationship on your behalf, independent owner’s representation is the better fit for that role. Reach out and we can help determine which structure actually fits your situation.
The earlier the better, ideally during the planning or conceptual design phase, before major budget and schedule decisions are locked in.
Engaging project management oversight early lets us influence the decisions that actually control cost and schedule, rather than reacting to problems that were already built into the plans before we were ever involved in the project.
Lipsky Construction provides construction project management for commercial, institutional, healthcare, education, and industrial projects across New York.
Our project management approach adapts to the regulatory, scheduling, and stakeholder demands specific to each sector, rather than applying the same process regardless of what is actually being built.
