Trusted Licensed General Contractor in Westbury, NY

Westbury’s own Building Department, Planning Board, and Plumbing Examiners Board make this Nassau County village one of the most self-governing on Long Island. Building permits are issued by Superintendent Joe Brillantino at 235 Lincoln Place under Chapter 79 and Chapter 248. Lipsky Construction delivers pre-construction, general contracting, construction management, design-build, owner’s representation, and renovation for commercial, industrial, institutional, and non-profit clients in Westbury.

Leading Construction Management in Westbury, NY

All commercial permit authority in Westbury sits with Superintendent of Buildings Joe Brillantino at Village Hall, 235 Lincoln Place, second floor, under Chapter 79 Building Construction and Chapter 248 Zoning. Hot Line: (516) 333-1869. For most commercial construction and any change of use, the Planning Board must review and approve under Chapter 248 Article XXVIII before a permit can issue.

Leading construction management in Westbury identifies two village-specific licensing requirements on every commercial project: all plumbing work must be performed by a Village of Westbury-licensed plumber, and all electrical work by a Village-licensed electrician. The Plumbing Examiners Board conducts licensing examinations and reviews reciprocal license applications for plumbers seeking to work in Westbury. Our CM teams carry both requirements into subcontractor pre-qualification alongside procurement, schedule control, pay application review, and closeout documentation for owners across Westbury.

Reliable Pre-Construction Services in Westbury, NY

Chapter 248 Zoning, originally adopted in 1932 and amended through April 3, 2025, governs every commercial use in Westbury through a layered district and overlay structure. For most commercial zoning districts, Planning Board site development plan approval is required before the Superintendent of Buildings can issue a permit, and no certificate of occupancy can be issued until all approval conditions are met. Where a proposal does not comply with Chapter 248 as of right, a Board of Appeals variance must precede the permit.

Reliable pre-construction in Westbury confirms Chapter 248 zoning district classification, determines whether the project falls within one of the six Business Districts or the Maple Union TOD District, identifies Planning Board site plan or special use permit requirements, checks Board of Appeals variance history, and verifies village-specific plumbing and electrical license requirements for all subcontractors before a design professional is commissioned.

Reputable Design-Build Contractor in Westbury, NY

The Maple Union TOD District, adopted December 5, 2019 under Article XXXIX of Chapter 248, rezones 53 acres of formerly industrial land in the Maple Union Triangle, bounded by Post Avenue, Maple Avenue, School Street, and Union Avenue, into seven mixed-use subdistricts allowing buildings up to five stories with bonuses to seven upon delivery of public amenities. The district’s provisions supersede all other Village Code chapters within its boundaries, and Board of Trustees approval is required for restaurant uses at street level.

Mixed-use and commercial construction in the Maple Union TOD District, Post Avenue downtown fit-out, transit-oriented development adjacent to the Westbury LIRR station, institutional construction for the Westbury Union Free School District, and commercial renovation across B-1 through B-6 business districts all benefit from reputable design-build delivery: one guaranteed maximum price, one team from Planning Board approval through certificate of occupancy.

Professional Owner's Representative in Westbury, NY

Professional owner’s representation in Westbury manages four simultaneous tracks that most commercial owners underestimate: Planning Board site plan approval, village-specific plumbing and electrical subcontractor licensing, Board of Trustees special permit for TOD District restaurant uses, and Board of Appeals variance proceedings for non-conforming proposals. A dedicated Lipsky project leader on the owner’s side keeps no single board cycle from becoming the project’s critical path.

Mixed-use developers building in the Maple Union TOD District, retail tenants fitting out along Post Avenue, school district administrators directing Westbury Union Free School District capital programs, faith-based organizations renovating institutional facilities, and non-profit developers serving Westbury’s community all receive: RFP development, contractor pre-qualification, Planning Board and Board of Trustees calendar management, pay application review, change order analysis, and closeout documentation.

Renovation and restoration of a historic commercial space in Westbury, NY

Established Renovation and Restoration in Westbury, NY

Three renovation contexts define the Post Avenue and Maple Union Triangle commercial market: early twentieth century brick storefronts with structural masonry challenges, mid-century retail buildings with obsolete mechanical systems, and former industrial buildings eligible for mixed-use conversion under Article XXXIX. Each carries different Chapter 79 permit requirements and Chapter 248 district implications depending on whether the project falls within the TOD District or the B-1 through B-6 schedule.

Established renovation and restoration teams at Lipsky carry Chapter 79 compliance, Chapter 248 analysis, and Planning Board site plan coordination as standard scope for every Westbury renovation. Whether the scope is a Post Avenue facade restoration, a TOD District adaptive reuse conversion, or institutional renovation for a school district facility, our teams verify village-specific plumbing and electrical license compliance and deliver every permit, inspection, and certificate of occupancy.

Lipsky construction where do I begin. Did they build the Parthenon? No.. but if they were around it’s likely they would have been at the top of the list. There are many companies in Long Island that build things however none of those companies will ever touch the raw talent located under the roof of Lipsky Construction. I once saw one of Lipskys men do tilt panel construction by himself. There are rumors that the Lipsky’s construction projects actually scared away a hurricane from hitting New York a few years back. If it’s quality commercial construction you are looking for these guys are top notch.

Lipsky did a terrific job on our construction. We did a major rebuild of the front of our house and deck, including adding a new lower deck. The Lipsky team was responsive and thoughtful - they worked with us and our architects to solve problems in our construction design. And although it took longer due to the pandemic and supply delays, they kept us informed and worked to get things done as soon as possible.

All commercial building permits in the Village of Westbury are issued by the Superintendent of Buildings at Village Hall, 235 Lincoln Place, Westbury, NY 11590. The Building Department is located on the second floor. The Buildings Superintendent, currently Joe Brillantino, determines permit fees based on the reasonable estimated cost of construction. A Building Department Hot Line is available at (516) 333-1869 during and after regular business hours. Applications require a completed application with signatures and notarizations, two sets of construction drawings prepared to scale with the original inked seal and signature of a licensed professional engineer or registered architect, two copies of a property survey, and a contractor insurance certificate naming the Village of Westbury as holder. For new construction, a letter from the Westbury Water District confirming hookup availability is also required. Routine inspections require a call to the Buildings Department at least 48 hours in advance, and a full set of approved stamped plans must be on site at the time of inspection. We manage the full permit submission and inspection process for commercial owners across Westbury.

Most commercial construction, renovations requiring site plan changes, and changes of use in the Village of Westbury require site development plan approval from the Planning Board before the Superintendent of Buildings can issue a building permit. Under Chapter 248 Article XXVIII, no building permit can be issued and no certificate of occupancy or use can be issued until an approved site development plan is in place and all conditions attached to that approval are satisfied. Exceptions apply to single-family dwellings, public schools, and municipal uses of the Village of Westbury. For projects within the Maple Union TOD District, development is governed instead by Chapter 248 Article XXXIX, which supersedes Article XXVIII. TOD District restaurant uses at street level require a special permit from the Board of Trustees in addition to the standard TOD District review. For projects that do not comply with Chapter 248 as of right, a Board of Appeals variance must also be obtained before a permit can issue. We identify Planning Board site plan approval requirements in pre-construction for every Westbury commercial project.

The Maple Union TOD (Transit-Oriented Development) District was adopted by the Village of Westbury Board of Trustees on December 5, 2019 under Local Law No. 7-2019, creating Chapter 248 Article XXXIX of the Zoning Code. The district covers approximately 53 acres of the Maple Union Triangle, bounded by Post Avenue, Maple Avenue, School Street, and Union Avenue, which formerly contained industrial zoning. The TOD District replaces that industrial zoning with seven mixed-use subdistricts (MU-R1 through MU-R7), each with its own use, height, and density standards. Six of the seven subdistricts allow multistory development that can be solely residential or can include ground-level retail and commercial uses among more than 30 permitted commercial uses. Permitted residential and mixed-use buildings can be up to five stories, with bonus height up to seven stories in certain subdistricts contingent on the delivery of specified public amenities. The TOD District provisions supersede and prevail over any other chapters or articles of the Village Code within the Maple Union area. Restaurants at street level within the TOD District require a special permit from the Board of Trustees. Westbury’s vision for the district is to become Long Island’s model transit-oriented, diverse, walkable, arts-centric downtown.

Yes. The Village of Westbury requires that all plumbing work performed within the Village be performed by a plumber licensed specifically by the Village of Westbury, and all electrical work be performed by an electrician licensed specifically by the Village. This is a village-level licensing requirement that is separate from and in addition to any New York State or Nassau County trade licensing. The Plumbing Examiners Board of the Village of Westbury conducts licensing examinations for plumbers seeking to work in the Village and reviews reciprocal license applications on a regular basis. Proper insurance and certification are prerequisites for all licensed plumbers in the Village. An electrician or plumber who holds a New York State license or a license from another municipality may not perform work in Westbury without first obtaining a Village of Westbury license. This requirement applies to all commercial construction projects in the Village, regardless of scope. We verify Village-specific plumbing and electrical license compliance for all subcontractors as part of our standard pre-qualification process on every Westbury commercial project.

We serve the full Village of Westbury and the surrounding Greater Westbury commercial market, including New Cassel, Carle Place, Old Westbury, East Garden City, Garden City, Mineola, New Hyde Park, Jericho, and the Jericho Turnpike and Old Country Road commercial corridors. Project types include mixed-use and transit-oriented development in the Maple Union TOD District, Post Avenue commercial renovation and storefront restoration, industrial-to-mixed-use adaptive reuse in the Maple Union Triangle, institutional and school district capital construction for the Westbury Union Free School District, faith-based facility renovation, and commercial renovation and fit-out across B-1 through B-6 Business Districts under Chapter 248. Project teams dispatch from our Bayport headquarters with active coverage of the full Nassau County North Hempstead commercial market.
